Vaughn Anderson, P.E.
Chairman

Mr. Anderson is the President of DJ&A, P.C., a full service civil engineering, planning, and surveying business with 30 employees headquartered in Missoula, Montana. He has 33 years of experience in the engineering and surveying professions and has managed a variety of projects which include Federal Highway Administration, Forest Service, National Park Service, Corps of Engineers, state, municipal and private infrastructure, including bridges, fish passage, roads, highways, water, sewer, environmental clearance, Right-of-Way and Right-of-Way Acquisition covering the entire Northwest and Alaska. Vaughn has served as the president and National Director for the American Council of Engineering Companies (ACEC) of Montana from 2001-2006 and has also served as the ACEC/PAC chairman for Montana from 2005 to 2007.

James Cagley
Trustee

Mr. Cagley is the Chairman of the Board of Cagley & Associates, Inc., Consulting Structural Engineers located in Rockville, Maryland, whose practice is general structural engineering of buildings. He is also president of The Cagley Group. Jim has served a two-year term as a Vice Chairman and a member of the Executive Committee of the American Council of Engineering Companies.

He was one of the founders and the first President of the National Council of Structural Engineers Associations (NCSEA). He is a fellow and past President of the American Concrete Institute (ACI), is the immediate past-Chairman of the ACI 318 Standard Building Code Committee, and is a past member of the Board of Directors. He is also on the Executive Committee of the Post-Tensioning Institute (PTI) and is a member of the PTI Hall of Fame.

Mr. Cagley was chairman of a committee for the Council of American Structural Engineers (CASE) for the purpose of developing a set of National Practice Guidelines for the Structural Engineer of Record. Mr. Cagley also served a term as chairman of CASE. He has been presented with numerous prestigious awards throughout his career.

Bruce L. Altstaetter, CPA
Trustee

Mr. Altstaetter is a Vice President and the Chief Financial Officer of S&ME, Inc., an employee-owned engineering firm employing 1,000 people with offices throughout the Southeast. S&ME's corporate office is located in Raleigh, NC. Bruce is responsible for all accounting functions of the firm and serves on the Board of Directors. His duties include coordinating bank relations, oversight of the independent audit and tax preparation as well as FAR overhead issues. Additionally, Bruce is the primary administrator of the firm's 401(k) Plan and Employee Stock Ownership Plan (ESOP). He is a member of the AICPA, NCACPA and ACEC.

John J. Molloy, P.E.
Trustee

Mr. Molloy is the President and CEO of H2M / Holzmacher, McLendon & Murrell, P.C., a professional firm practicing engineering, survey, architecture and landscape architecture with offices in New York and New Jersey. John also serves as President and CEO for H2M Labs, Inc., an environmental testing laboratory located in New York. He has been with H2M for 37 years. H2M has 270 employees with a diverse practice that includes water and wastewater, civil and environmental engineering, as well as structural, MEP and architecture. The firm celebrated its 75th anniversary in 2008. John is a member of NSPE, WEF and AWWA. He serves as Past-Chairman of ACIL [2010-2012], a national trade association headquartered in Washington, DC representing the interests of the independent laboratory testing community. He also serves as First Vice-President of ACIT a regional business organization fostering the advancement of commerce, industry and technology.

Keith Swaffar, P.E.
Trustee

Mr. Swaffar is the President and CEO of NTH Consultants, Ltd., where he has spent his 32-year career working on a wide range of projects in underground infrastructure, geotechnical and environmental engineering. Keith has been active in professional organizations, serving in various state and local offices of the Michigan Society of Professional Engineers, including State President during the 2003 - 2004 term. Keith has been active in ACEC/M as a board member, state treasurer and member of the executive committee. Keith has also been involved with Michigan State University as a member and chairman of the Civil and Environmental Advisory Board, and the College of Engineering Alumni Board. Keith currently serves on the State of Michigan Board of Professional Engineers.

Larry Turl, P.E.

Mr. Turl has been with Creegan + D'Angelo, Infrastructure Engineers for 44 years. He is a registered civil and structural engineer in California and Arizona. Creegan + D'Angelo is a firm that provides engineering services to both public and private clients through four regional offices in the bay area of California. While the firm provides design services for all types of infrastructure, his particular expertise is in structures. He served as President, Chairman and CEO for nearly twenty years until 2004 when he relinquished the President/CEO responsibilities to the next generation of leaders. He currently serves as Chairman of the Board and is responsible for directing and assisting in the planning and operations of the firm. He is a long time member of ACEC, serving on several national committees, as well as serving several terms as a director of the California member organization and three terms as local chapter president.

Dr. Raba is the Vice Chairman of Raba-Kistner Consultants, Inc. an engineering and environmental planning and permitting company with offices in Texas, Utah and Mexico. Dr. Raba has 30 years of experience in the engineering and construction profession and has managed a variety of projects in both the public and private sector. Gary has served in Leadership positions with the American Council of Engineering Companies (ACEC) of Texas and the State Legislative Committee of ACEC-Texas. Gary is serving a 6 year term on the Texas Board of Professional Engineers.

Bruce McFarland
Executive Director

Mr. McFarland was appointed and served as a Trustee of the Retirement Trust for 5 years. He retired in 2010 after 20 years as CFO of Hubbell, Roth & Clark, Inc., a 250 person consulting engineering firm and long standing member of the Trust. Prior to that, Mr. McFarland was the Vice-President of Administration and Finance for a 350 person consulting firm in Fort Worth, TX. He achieved his Certified Design Accountant (CDA) status in 1996 and has been active in ASCE, ACEC and other professional organizations throughout his career. At the State level, he has chaired and been active in several ACEC Committees including Human Resource and Risk Management. Mr. McFarland is a graduate of Auburn University and brings proven expertise in finance, administration and business strategies to his role as Executive Director.
