Meet the Trustees

James Cagley, Chairman
Mr. Cagley is the Chairman of the Board of Cagley & Associates, Inc., Consulting Structural Engineers located in Rockville, Maryland, whose practice is general structural engineering of buildings. He is also president of The Cagley Group. Jim has served a two-year term as a Vice Chairman and a member of the Executive Committee of the American Council of Engineering Companies. 

He was one of the founders and the first President of the National Council of Structural Engineers Associations (NCSEA). He is a fellow and past President of the American Concrete Institute (ACI), is the immediate past-Chairman of the ACI 318 Standard Building Code Committee, and is a member of the Board of Directors. He is also on the Executive Committee of the Post-Tensioning Institute (PTI) and is a member of the PTI Hall of Fame. 

Mr. Cagley was chairman of a committee for the Council of American Structural Engineers (CASE) for the purpose of developing a set of National Practice Guidelines for the Structural Engineer of Record. Mr. Cagley also served a term as chairman of CASE. He has been presented with numerous prestigious awards throughout his career.

vaughn a. photoVaughn Anderson, P.E., Vice-Chairman
Mr. Anderson is the President of DJ&A, P.C., a full service civil engineering, planning, and surveying small business with headquarters in Missoula, Montana. He has 30 years of experience in the engineering and surveying professions and has managed a variety of projects which include federal highway infrastructure, bridges, municipal engineering, and environmental clearance covering the entire Northwest. Vaughn has served as the president and National Director for the American Council of Engineering Companies (ACEC) of Montana from 2001-2006 and has also served as the ACEC/PAC chairman for Montana from 2005 to present. He is also active in the National ACEC PAC as a PAC Champion for a five state region. He is currently serving as the Vice-chairman of the ACEC Retirement Trust.

john b. photo Bruce L. Altstaetter, CPA, Trustee
Mr. Altstaetter is a member of the S&ME, Inc. Board of Directors since 1998 and is responsible for all accounting functions of the 800+ person, employee-owned, engineering firm. His duties include coordinating bank relations, oversight of the independent audit and tax preparation as well as FAR overhead issues. In addition, Mr. Altstaetter is the primary administrator of the firm’s 401(k) Plan and Employee Stock Ownership Plan (ESOP).  He is a member of the AICPA, NCACPA and ACEC.

Mr. McFarland is the Chief Financial Officer of HRC and has over thirty years of business management experience. Mr. McFarland provides the firm with experience in administrative management, financial forecasting and fiscal planning. His current and prior expereinces in the areas of insurances, banking relations, accounting, and payroll systems, human resources, retirement plans and purchasing, provide structure and direction to the administrative management of the firm.

bruce mc. photoJohn J. Molloy, P.E., Trustee
Mr. Molloy is the President and CEO of H2M / Holzmacher, McLendon & Murrell, P.C., a professional firm practicing engineering, survey, architecture and landscape architecture with offices in New York and New Jersey. John also serves as President and CEO for H2M Labs, Inc., an environmental testing laboratory located in New York. He has been with H2M for 35 years. H2M has 270 employees with a diverse practice that includes water and wastewater, civil and environmental engineering, as well as structural, MEP and architecture. The firm celebrated its 75th anniversary in 2008. John is a member of NSPE, WEF and AWWA. He serves as Chairman of ACIL [2008-2010], a national trade association headquartered in Washington, DC representing the interests of the independent laboratory testing community.

keith s. photoKeith Swaffar, P.E, Trustee
Mr. Swaffar is the President and CEO of NTH Consultants, Ltd., where he has spent his 29-year career working on a wide range of projects in underground infrastructure, geotechnical and environmental engineering. Keith has been active in professional organizations, serving in various state and local offices of the Michigan Society of Professional Engineers, including State President during the 2003 – 2004 term. Keith has been active in ACEC/M as a member of the Legislative Committee and on a national level he served as a trustee of the ACEC Retirement Trust. Keith has also been involved with Michigan State University as a member and chairman of the Civil and Environmental Advisory Board, and is currently a member of the College of Engineering Alumni Board.

larry t. photoLarry Turl, P.E., Trustee
Mr. Turl has been with Creegan + D'Angelo, Infrastructure Engineers for 44 years. He is a registered civil and structural engineer in California and Arizona . Creegan + D'Angelo is a firm that provides engineering services to both public and private clients through four regional offices in the bay area of California . While the firm provides design services for all types of infrastructure, his particular expertise is in structures. He served as President, Chairman and CEO for nearly twenty years until 2004 when he relinquished the President/ CEO responsibilities to the next generation of leaders. He currently serves as Chairman of the Board and is responsible for directing and assisting in the planning and operations of the firm. He is a long time member of ACEC, serving on several national committees, as well as serving several terms as a director of the California member organization and three terms as local chapter president.
